AIR SAMPLING AND PROJECT MONITORING DURING ASBESTOS REMOVAL

In accordance with regulations set forth by the New York City Department of Environmental Protection (NYC DEP) and the New York State Department of Labor (NYS DOL), all asbestos removal projects require a Project Monitor or Air Technician to be present on-site throughout the duration of the abatement process.

Prior to the disturbance of any asbestos-containing materials (ACM), air samples are collected to establish background levels of asbestos fibers present in the air at the location. In addition to this initial background sampling, air samples are also collected throughout the removal phase. Quality assurance air sampling is conducted both inside and outside of the regulated work area(s), ensuring compliance with safety standards. Upon completion of the abatement and cleanup process, final air clearance sampling is performed to verify the effectiveness of the remediation efforts.

The quantity and placement of air samples are determined based on the size of the project and the containment procedures employed. In accordance with NYC DEP (Title 15) and NYS DOL (CR 56) regulations, project monitoring and air sampling requirements vary depending on the scope of the abatement project, which is categorized by the volume of ACM involved.

All air samples are submitted to an Environmental Laboratory Approval Program (ELAP)-certified laboratory for analysis.

The Project Monitor is responsible for overseeing and inspecting the contractor’s adherence to approved work practices, as outlined in the abatement design and applicable regulations. A comprehensive daily activity log is maintained to document project details, while thorough visual inspections are conducted both during and after the abatement process to ensure regulatory compliance and the successful completion of the project.
